The eldest son of Norman & Ivy Grant, Richard E.W. Grant was born on Kingston, Jamaica, and received his elementary education at his mother's then private school, Camperdown High School. Richard went on to complete his education at Jamaica College and at Queen's College, Taunton, England. Over a 30-year career with Barclays Bank, he served at several branches in Jamaica, London, New York, Atlanta, Miami, the British and U.S. Virgin Islands.

In 1994, Richard founded Premium Finance Company (Caribbean) Inc., a finance company which, with its subsidiary, operates throughout the Eastern Caribbean. In 1998, the Lockhart Companies Inc. purchased the group and Richard continues to guide the group as President.

A Rotarian since 1985, Richard has served as Treasurer of the Rotary Club of St. Thomas II in 1987, President of the Rotary Club of St. Croix Mid-Isle in 1989, District Governor's Group Representative in 1992 & 1996, District Conference Secretary in 1995, Assistant District Governor from 1997-2000, District Governor (7020), 2001-2002, a Zone 34 Trainer in 2002 and a R.I. President's Representative in 2003 and 2004. Richard was named an Exceptional Distinguished District Governor in Barcelona in June 2002. He is a member of the Paul Harris Society, a charter member of the Rotary Foundation's Bequest Society, a Major Donor and is now in his twenty third year of perfect attendance.  He is a recipient of The Rotary Foundation Citation for Meritorious Service.

Richard has also served in many civic organizations; as a director and member of the Executive Committee of the St. Croix Chamber of Commerce, as a Trustee of Good Hope School for six years and as Chairman of the Transportation Committee of St. Croix 2000. He was named "Motivator of the Year" in the V. I. Business Journal's 1991 awards.

Richard continues to serve Rotary in many forms - District Trainer for D-7020, Zone 34 Coordinator for the Concerns for Health Task Force (2004-2005), Zone 34 Coordinator for the Water, Health & Hunger Task Force(2005-2006), Zone 34 Rotary Foundation Newsletter Editor. District Rotary Foundation Chair (2006-9) and Delegate to the Council on Legislation (2005-10).

An avid golfer, Richard is married to Dr. Rita Dudley-Grant, a noted psychologist and former Assistant Commissioner of Health for the Virgin Islands. Rita is a multiple Paul Harris Fellow, a charter member of the Bequest Society and a Major Donor. They have four children, Stacey, Damien, Jeremy and Megan. all Paul Harris Fellows.

During his year as Governor, the district's membership grew by some 350 members (1989 to approx 2358) with some clubs not reporting ROTARY'S GLOBAL QUEST.
