Deborah Y. Howell
District Governor 2022-2023
 
Rotarian Deborah was born in St. Thomas and has lived on St. Croix since 1983.   She is a graduate of the Charlotte Amalie High School and University of the Virgin Islands.  Prior to her assignment she has served as President of Rotary Club of St. Croix West, twice, Secretary, Foundation Chair, Director and member of various committees.  Her strong sense of service and wide range of expertise allows her to assist the club capitalizing on unplanned opportunities.  Deborah has functioned at the District level as Assistant Governor, District and Global Grants Chair, Attendance Chair, Conference Secretary and adjunct trainer for PETS.  She is Rotary Leadership Institute trained.
 
Deborah joined Rotary Club of St. Croix West in 1998 and has remained active and engaged over the time.  Her classification is Administrator, consistent with her Public Administration and Military leadership positions.  As a Rotarian, Deborah is known for her energetic, compassionate and innovative approach to garnering funds for the Rotary Foundation.  She is a major donor and an avid advocate for the Rotary Foundation and its efforts.  Deborah indeed loves working to improve life in her community and abroad.  She is a consistent member of her Club’s Community Service Committee. 
 
Deborah is a retired United States Army General, after 36 years of military service.  Her last assignment was Adjutant General, leading the Virgin Islands National Guard, particularly through the response and recovery efforts associated with Hurricanes Irma and Maria which devasted the Territory in 2017.  Deborah has also served as Chief of Staff for an elected official, allowing her to serve in two branches of the Virgin Islands Government.  She has a diversified and extensive background in managing personnel and programs.
 
Her life embodies service, whether Military, Rotary or Church, Deborah can be found on any day serving in activities to benefit others, her passion for service has never wavered.  She is a member of Military Associations, American Legion Post 133, Delta Sigma Theta Sorority, Inc. St. Croix Alumnae Chapter and Bethel Methodist Church.  She is a Church Circuit Steward and Youth Leader.
 
Deborah’s advanced education consists of a Master of Science in Management from Central Michigan University and a host of military and civilian leadership academy courses.  She attended the United States Army War College Fellowship at the University of Texas, Austin.  Deborah attended Harvard University Homeland Security Institute for General and Flag Officers.
 
Deborah is married to Dennis.  They are both retired military and proud parents and grandparents.
